After the Tainted were banished from Sigil, they built the city of Omelas in a small plane adjacent to the Outlands. The The city is divided into several major areas, some reflecting the philosophical leanings of the Tainted.
  • City Center. This is the heart of Omelas, containing merchants, businesses, and temples to the major philosophies. The governing bodies of the city can be found here as well.
  • Trade District. Though trade with Sigil itself is restricted, there is some dealing with nearby planes. Several trade routes have been established and goods are often stored here.
  • Metal District. Omelas has a few heavy industries, such as magically smelting certain metals with their unique skills. This part of town is located far from the center, as few townsfolk appreciate the unique odors the smelt produces.
  • Flame Quarter. Those who revel in the demonic aspects of their character inhabit this part of town. The normal laws do not apply here, as only those who are strong can survive.
  • Radiant Quarter. The Tainted who live here seek to draw out the better part of their nature, suppressing their demon selves and enshrining the celestial aspect of their being. Laws tend to be particularly strict here, so those who enter are often warned of infractions.
  • The Balanced Quarter. The majority of Omelas falls into this final category. Laws are relatively flexible and just. Many of the things you'd typically find in a city can be found here, including libraries, private homes, eateries, and so on.


Philosophies

There are several factions or philosophies that function within Omelas.
  • Order of the Flame. This faction revels in the demonic aspects of their nature. As fire requires fuel to burn so brightly, they believe in freely taking what they can so that their own glory can be enhanced. There is a degree of organization in their Quarter, which is controlled by an ever-shifting number of warlords.
  • The Radiant Way. The Tainted who follow this philosophy believe that their race was created in an attempt to purge the evil from the demonic races and their hope is to complete this process. At times, this causes strife with the other factions and they are often seen as overly controlling.
  • Some of the order tends towards the self-loathing type, but the more enlightened members are more understanding that things take time.
  • Seekers of Balance. Most of the Tainted have long found acceptance of their angelic and demonic selves. The Seekers are a monastic order that follows this philosophy, offering wisdom in a Taoist-like fashion.
